anyone have any clue on what those mean

figured out 16/16 ment 16 smite, 16 divine favor (head set switch) for a smiter

40/40 means a wand/offhand set with both 20% HSR and 20% HCT on each weapon.

perma=permanent. Usually referring to shadow form or SF and the ability to keep the spell up permanently.

This is what you are asked to bring on dungeon runs and it's common for people to think they are being asked to bring Light of Deliverance.

Those are abbreviations spread by illiterate people who don't realise that req(uirement) begins with r, not q.
